83年底,本人自空軍轉入民航局擔任副局長一職起,當時除了飛行相關技術上還算專長相同外,其他幾乎對民航是完全不了解。經過七年半副局長的磨練,同仁們對我的指導與襄助,隨後又擔任了六年的局長職務,直到限齡退休,總共在民航局服務了十三年多,始對民航業務有了全般的了解與認識。但由於時間、人力、財力和中央的政策等因素,使得有些能做的,沒有做;該做的,又做的不夠,屈指數來,實在不勝枚舉。
In late 1994, I was appointed as Deputy Director General of Civil Aeronautics Administration (CAA), thus saying good-bye to my 28-year career in the Air Force. No sooner had I assumed office at the CAA than I found I was confronted with a totally new working environment. Almost everything not related to the piloting of an aircraft was completely new to me. I immediately realized that I would have to double my efforts toward learning and growing. Thanks to my colleagues’ whole-hearted support and assistance, I gradually gained an in-depth understanding of the civil aviation industry during more than 13 years in the offices of Deputy Director General and Director General of the CAA.
97 年7月16日退休後,在友人支持下與一些有志一同的同學和教授,共同發起組織了航空事務教育基金會。大家思考的邏輯是一致的,那就是如何與民航主管機構合作,協助政府及民航業者做些該做、能做及持續性的工作,這些也是我在民航局局長任內想做,卻力有未逮的。例如:在國內成立一所民間飛行學校,這話題在國內也討論了一二十年,前有袁行遠局長及航發會蔡兆陽董事長等也都曾經努力過,但終未能達成。還有超輕活動,在無「法」的情況下也玩了二十年,現在政府立了相關的法規,而活動卻動不起來了,能展開超輕活動的團體,至今只有兩家是合法的,其餘的活動都還不能配合法規的要求,我們如何去合法的推展這項活動,著實是一件大的工程。
I could have achieved more if I were equipped with sufficient manpower and budget on top of flexible government policies. Then the moment came when I had to conclude my career at the age of 65, and I retired on July 16, 2008.
Supported by friends of mine, I, along with some university professors and my schoolmates, set up the Aviation Education Foundation (AEF) upon my retirement. With a view to rendering help to the civil aviation industry, the founders of AEF shared with me a common interest in working closely with the authorities so as to assist the government and the private sector in doing things that should have been done in the past and can be done in the future. Also, I considered such an undertaking a way to achieve the goals I was unable to accomplish during my tour of duty as Director General of the CAA.
First, establishing a local flight training institute is an example of something that should have been done in the past. As a matter of fact, the issue of setting up an in-country flight training school has been seriously and repeatedly considered over the past decades. My predecessor, Lt. Gen. Yuan, Hsin-yuan (retired), as well as the former Chairman of the China Aviation Development Foundation, Mr. Tsai, Chao-yang, had tried very hard only to find their dreams unfulfilled. Unfortunately, my situation ended up no differently from theirs.
Second, ultra-light aircraft were first introduced into Taiwan more than 20 years ago. While the hobbyists rejoiced over the excitement of flying, they might not have known that there were no appropriate statutes to govern such an activity. Ironically, the enactment of relevant regulations and laws ended up becoming a hindrance to ultra-light flight because among many a flying clubs of this nature, only two of them have met the criteria to operate legally. Under these circumstances, helping the general public legally fly ultra-light aircraft is something that calls for redoubled effort.
我國民航在國際上的活動,有的人很自滿,殊不知我們前曾有過「國際民航法規」拿不到買不到的窘境,現在依然有對我國民航有影響的案件,在國際組織討論時,我們不知情,都是由其他國家友好的朋友告訴我們之後方才獲知的。還有民航專業分工特別複雜,學校的教育不一定夠,還需要經過一些相關的訓練。
With regard to the relationship with international civil aviation organizations, some people are pleased with what we have achieved so far. However, they may not be aware that we had had extreme difficulties in trying to obtain or even purchase of copy of International Civil Aviation Laws.
When international meetings are held, since we are not yet recognized as a member of the International Civil Aviation Organization, we have no access to official resolutions, even those that would directly affect our civil aviation industry. Fortunately, we were eventually able to obtain the needed information thanks to help from some of our foreign friends.
Beyond this, our schools are probably not up to the complexities of the civil aviation industry, so further preparation would be necessary before proper training could be provided.
These are just a few examples of things that need to be done in the future.
有鑑於此,關心我們基金會工作的人,愈來愈多,但目前囿於財力匱乏的關係,主動來幫忙的義工也愈來愈多,至今雖”一事無成”,但都是在這些熱心的義工襄助下,也開始有了進展。同時在社會上也有很多的社團和個人,都表達了和我們做策略聯盟的意願,我們也非常的歡迎,只要大家有志一同,願意為我國的民航大業貢獻一份心力,我們竭誠歡迎大家共同來努力,相信這股匯聚的力量,將使我們要追求的目標,指日可待。
For the time being, more and more friends flood in our office to express their willingness to help, especially those who signed themselves up as volunteers to join our working team. Thanks to their efforts, we are pleased with significant progress toward our final goal even though substantial results are yet to be realized. There are also many groups and individuals that have expressed their intention to form a strategic alliance with us. We want to make it known that gestures of this kind are more than welcome and appreciated. We firmly believe that, through our combined efforts, the ultimate goal of making a contribution to our civil aviation industry will be realized in the near future.
感謝所有關心我的人、在財力上支援我的人、與我甘苦與共無薪的義工們,以及支持我的各個團體及民航業者,相信在我與我的團隊同仁們,只要在時間、體力允許的情況下,我們一定會繼續不斷的追求完成我們的理想和目標,以不辜負大家對我們的期望。
